Spoilers ahead. I think the evil person in this is not Digger Rockwell. His speech at the U.N. Puts the burden on the consumer. And the way the crowd is portrayed at the end shouting at Digger when he jumps to his death gives the impression of a crowd completely controlled by the narrative (which is one of the main themes of the movie). At the end, when people get out of the theater, you can see that consumption has not stopped. Ai has not stopped (Ai robocop type robots). And this whole narrative has served the authorities to gain more power over the population. The camera stops in front of a wall with a very Orwelian "Compliance is freedom" during the closing credits. So is it an environmental film, yes. But it turns the focus on the population and away from Digger and portrays a populations that want their comforts while still wanting someone else to blame.
